Owner Dwayne Allen described the cost pressures of replacement and his fixed income. "I'm on a fixed income, and I can't afford anything like that at that particular price," he told the commission, asking for help to achieve an affordable, sympathetic solution. Commissioners discussed options including Habitat for Humanity assistance and staff follow-up. Vice chair Kelly Gardner moved to approve the COA as requested (seconded by Commissioner Muzi); the motion passed 9-0. The commission and staff said they would continue to work with Mr. Allen on implementation details.
