Rice County renews Health Finders family‑planning agreement; board hears questions about minors and emergency contraception

Rice County public‑health staff on Jan. 27 asked the county board to approve a two‑year renewal agreement with Health Finders Collaborative to provide medical and outreach reproductive‑health services for Jan. 2026 through Dec. 2027.
Public Health staff said the program is funded entirely by a Minnesota Department of Health grant (the Reproductive Health Services grant accepted in December 2022) and that the county’s projected expenses and revenues were included in the 2026 Public Health budget. "Services are covered 100% by Minnesota Department of Health grama funding," staff said.
Commissioners asked how the program handles minors seeking services and whether parental notification is required. Public Health staff replied Minnesota law does not require parental permission for minors seeking reproductive‑health services. Staff estimated the family‑planning program serves about 200 people annually in Rice County and that fewer than five served each year are minors; they emphasized providers typically seek to involve a caring adult when it's safe to do so.
The contract renewal covers medical services (contraception, STI testing) and outreach. Commissioners asked specifically about emergency contraception; staff said emergency contraception is available over the counter and also can be dispensed through the family‑planning grant where clinically appropriate.
The board moved and approved the two‑year renewal agreement.
