Board backs grant applications and public outreach as County Road 20 preliminary design advances

Dennis Luby, highway director, delivered a multi-part presentation on the county's 10-year transportation plan and the preliminary design for County Road 202020a 3.75-mile reconstruction currently programmed for 2027. Luby outlined the project's scope (realignment proposals, nine public-road intersections on the first phase, turn and bypass lanes, and a proposed shared-use trail largely on the west side of the corridor) and identified constraints including existing transmission lines, wetland fill, and private restrictive covenants.

Luby said the most heavily traveled portion of the corridor currently shows about 2,200 vehicles per day (a 2016 count) and that counts could be updated; he noted the city of Northfield's planned acquisition of Trunk Highway 246 could change truck routing and increase pressure on County Road 1. “If Northfield acquires ownership of 246, … the effect of that would probably be effectively to discourage heavy commercial truck traffic through that corridor,” Luby said, adding that the county can discuss routing impacts but the transfer process is administrative and the board would be asked to pass a supporting resolution when the transfer occurs.

The board discussed public outreach for trail alignment and recommended holding an open house or standalone public meeting with engineered drawings available; commissioners asked that the county present an overview of the entire multi-phase project as well as phase-specific drawings so residents can see both the long-term vision and local impacts. Luby said the county will consider an open-house format and may schedule additional hearings for later phases.

On grants, the board approved Resolution 25-04044 to support a Local Road Improvement Program application for County Road 20 seeking up to $1,500,000 and later approved Resolution 25-04045 supporting Bridgewater Township's LRIP application for $350,000 to repair Decker Avenue. Both resolutions were moved, seconded and carried.

What happens next: staff will pursue LRIP and other grant opportunities (Luby said staff are —scouring— for applicable funds), schedule public outreach on the trail design and right-of-way impacts, and prepare the detailed grant application materials. Construction for phase 1 remains programmed for 2027 with subsequent phases tentatively scheduled for 2029, 2031 and 2033 in the current draft 10-year plan.

Votes and motions: The board approved Resolutions 25-04044 (support/apply for LRIP up to $1,500,000 for County Road 20) and 25-04045 (support Bridgewater Township LRIP $350,000); motions were recorded and carried by vote.

Context: The County Road 20 design includes turn-lane additions and proposed trail connectivity to Dundas and Northfield and is part of a broader county effort to coordinate road improvements with anticipated development and regional partners.
