Rice County board adopts Emergency Operations Plan, approves highway payment and routine finance items

During the Nov. 4 special meeting, the Rice County Board of Commissioners adopted the county Emergency Operations Plan (EOP) as required under Minnesota Homeland Security Emergency Management’s four-year review schedule. A sheriff’s office emergency management official presented the plan and asked for board adoption; the board approved Resolution 25-039 by voice vote with no recorded opposition.
The board also approved the highway department’s recommendation for final payment to Kielmeier Construction, issuing $26,976.02 to close out a gravel contract. Highway staff reported about $15,000 in penalties assessed for material quality and nine days’ delay in completion; commissioners discussed cost-per-mile comparisons for gravel versus asphalt resurfacing.
Finance staff presented the county’s cash and pooled-investments report, noting roughly $21 million in upcoming maturities and year-to-date interest earnings of about $2.455 million (on pace for approximately $3.2 million for the year). Staff described recent placements with regional banks and housing finance agency bonds to lock in yields; quarterly departmental revenue timing was discussed and staff said several items will be reflected in fourth-quarter reporting.
The board approved the consent agenda—overtime reports, payment of bills and personnel appointments—and adjourned. Commissioners confirmed there will be no meeting the following Tuesday for Veterans Day.
