Tera Holton, project coordinator, told the board Mosaic is the sole property owner adjacent to the unimproved local road and that utilities had given consent and raised no objections. Holton said the petition was made to deter trespassing and illegal dumping and to facilitate Mosaic’s installation of a gate at the roadway’s start.
One commissioner asked whether previous concerns in the draft resolution about utility responsibilities (CenturyLink in particular) had been addressed. The county attorney said the reissued notice and agenda removed any language that would make the county responsible for CenturyLink utilities and clarified that any remaining utility issues are between CenturyLink and Mosaic.
After discussion and a roll-call voice vote, the board approved the resolution, with one commissioner recorded dissenting. Upon approval, the county will cease maintenance of that portion of Jersey Lane and the petitioner will assume responsibility per the resolution’s conditions.
Next step: staff will execute the conditions of Resolution 2026-13 and coordinate the transition of maintenance responsibilities with Mosaic and utilities as required by the resolution.
