Holmes County staff presented a draft request for proposals (RFP) to solicit bids for the county's employee health‑insurance plan and asked the commission for input on timing and whether to pursue a consortium with the school board.
The presenter (speaker 5) said an RFP would help the county assess market options and suggested releasing it about six months before the plan renewal in November to allow vendors time to respond and to permit presentations and Q&A sessions. "I'd like to have it out at least 6 months prior to the renewal date for November," staff said.
Commissioners asked whether the school board could join the county pool to enlarge the risk pool and potentially lower premiums. One commissioner (speaker 14) said the school board had expressed some interest through third‑party contacts and suggested staff confirm formal participation. Staff also discussed whether to hire a consultant to run the procurement and whether to use standard newspaper notices or more targeted outreach.
No formal vote was taken; staff was directed to continue developing the RFP, confirm potential school‑board participation and return with a timeline and recommended procurement method.
