Council trims capital-plan playground allocation amid debate over Hawthorne Park

The council reviewed the proposed 2026 capital plan and approved it with a modification to the playground-equipment allocation. Staff said the only substantive change since the committee workshop was wording to reference "playground equipment." A $90,000 allocation appears in the plan to fund playground equipment if it is moved to an alternate site; Park & Rec will make a site recommendation expected in October.
Several aldermen cautioned about committing $90,000 if Hawthorne Park remains in place. One council member warned, "If Hawthorne Park stays there and they put equipment in and they spend 90,000 in equipment, that's gonna be a major problem," and moved to amend the budget to a lower amount closer to recent Westover project costs. Council approved the amendment and passed the capital plan by roll call vote. Staff said the council retains final budget authority and that the Park & Rec board's site recommendation will guide final allocation.
The decision leaves the capital plan approved but gives the Park & Rec board latitude to recommend final placement; staff will monitor costs if the playground is installed at Hawthorne and return to council if adjustments are needed.
