Council reviewed and approved three developer agreements associated with the Pabst Farms/Costo development next to the project site. Staff described the first agreement as covering improvements to Pabst Farms Boulevard (grading, erosion and stormwater improvements defined in the traffic assessment) that the developer will build at its expense to provide Costco access.
The second agreement is the city's standard developer agreement (grading, erosion control, stormwater, and limited public infrastructure work) that applies to most new projects. The third agreement is a private-access easement and maintenance agreement that grants the public easement use while preserving private ownership of the drive; staff said the agreement permits the city to complete maintenance and charge back costs to the owners if they fail to perform required maintenance.
Staff said both Pabst Farms and Costco representatives were present. An alderman who supported the approvals said the agreements will help ensure the project is built correctly now that the council has advanced the Costco project. Council voted in favor of the developer agreements and the easement/maintenance agreement by roll call vote.
