City staff presented a proposed sanitary-sewer study targeting two discrete areas (about 760 and 400 acres) to assess feasibility, hydraulic sizing, lift-station placement and routing. Staff recommended a $40,000 contract with Rooker Milkey plus a 10% contingency for a total project cost of $44,000 to cover hybrid staff/consultant work. Council discussed study limits (it will not include cross-county force-main work into Jefferson County) and whether future development could reimburse some costs through development agreements. Council approved the study funding by roll call.
On the boat launch, Public Works staff recounted the successful construction and said MSA (project engineer) had submitted the project for an award. Staff asked for an additional $16,000 to help close out remaining project items (grant closeout, final project reviews, punch list and coordination). The council approved the additional fee by roll call. Boettcher described the extra sum as to "assist with closing out some of the project items" and said the funds cover final administrative and site-review tasks.
Both approvals were processed as separate resolutions: the sewer-area study (resolution 25-R-3303) and the boat-launch engineering fee (resolution 25-R-3306). Staff will proceed with consultant agreements and closeout tasks.
