The City of McKinney on Jan. 20 approved annexation and rezoning for roughly 29 acres north of County Road 124 (about 2,800 feet west of County Road 161), advancing a proposal to bring the tract into the city's boundaries and allow single‑family development.
Lucas Raley, the city's director of planning, told the council the site is in McKinney's extraterritorial jurisdiction and that staff recommends annexation, a facility plan, a service plan, and zoning to R‑5 to match the comprehensive plan's suburban living place type. Raley said the site sits near the planned Wilmeth extension and the proposed 380 Bypass.
Applicant Sam Franklin of Morphing Development said the current concept proposes 111 lots of 50‑foot‑front entry single‑family homes, with home sizes previously discussed in the planning process spanning roughly 1,900 to 3,200 square feet. He named Meritage as the proposed builder, noting that builder selection could change.
Council members asked questions about how the proposal fit the city's future land use map; Raley and the applicant said the project aligns with the comprehensive plan and that staff and the applicant had worked through concerns raised at Planning & Zoning. After public hearing procedures, a council member moved to close the hearing and approve the annexation and zoning as recommended by staff. The motion was seconded and carried, and the ordinances and associated service plan were approved.
