Board member flags potential developer interest on Greenville Street; council member warns rezoning could be required

During general board discussion, committee member Megan told the Historic Preservation Advisory Board that the McKinney Legacy Neighborhood Association had heard from developers interested in East Side parcels near Muzan Park and flagged three addresses — 1330, 1328 and 1321 Greenville — that currently contain high- and medium-priority houses and are not occupied.
Megan said Tori (a staff or association contact) provided the addresses and priority ratings, and she urged board members to be aware of the possible sale activity. Chair confirmed the properties are not within the city’s historic district but may lie within a historically significant overlay area.
A city council member attending the meeting said the owner of the parcels may be working with a company he believes is called Streetlights, which specializes in multifamily development, and that a zoning change would be required to build multifamily there. He told the board he "takes a very dim view of rezoning anything in this city," adding that recent state law changes have altered local zoning dynamics for some commercially zoned properties. The council member advised board members and residents to raise concerns with their city-council representatives.
No formal action was taken; board members were advised to monitor the situation and, as the council member suggested, contact their council representatives if they have concerns. The board did not vote or issue a staff direction on these parcels during the session.
