Waukesha City panel approves three operator licenses, denies absent applicant; multiple business licenses cleared for council

The Waukesha City Ordinance and Licensing Committee on Monday approved three operator licenses, denied one application for repeated nonattendance, and advanced several business-licensing items to the Common Council consent agenda in a meeting that began at 06:00 and adjourned at 06:23.
Committee members questioned applicants about prior incidents and compliance steps before voting. Mike Finn told the panel that entries on his record were not alcohol-related and described an incident involving his child’s mother that was dismissed, saying, “She tried breaking in. I called the cops. I’m the one who ended up getting taken away,” as he explained the circumstances. A committee member moved to approve Finn’s operator license; the motion was seconded and the committee voted unanimously to approve and forward the item to the council’s consent agenda.
Rebecca Troick and her agent Brooke Petty answered questions about an October 2023 undercover sting that resulted in a citation for serving a minor. Troick said the incident occurred while she was pregnant and characterized the event as an undercover sting. Petty described in-house safeguards, including ID-scanning devices and weekend door staff to check identification, telling the committee that staff can “scan the barcode” so the system “pops right up” with the patron’s information. After the exchange, the committee moved, seconded and unanimously approved Troick’s operator license; the chair said it will appear on the council consent agenda.
Applicant Elizabeth Washkun provided a status update from a treatment clinic showing regular drug screenings and told the committee her screenings have been normal since October. Committee members noted a paraphernalia charge on the record had no disposition listed and appeared to have been dropped; after discussion the committee approved Washkun’s operator license and forwarded it to the council consent agenda.
The committee also moved to deny Terry Romano’s operator application, citing four non-attendances; the motion passed unanimously. In other business, staff reported most items were renewals; two new applications were for Tiki Bar (applicant Lubana Inc.) and RJ Custom Jewelry and Repair. Members discussed Tiki Bar’s floor plan and the reserve-license fee procedure. The committee approved a package of items to go to the council: Foxview Lanes (extension of premises), Tiki Bar (reserve class B beer and liquor combo license), RJ Custom Jewelry and Repair (secondhand dealer license), and sidewalk-cafe approvals for Dave’s Restaurant, Taylor’s People’s Park and Rochester Deli.
All motions recorded at the meeting passed unanimously and — unless pulled from consent by a council member — will be processed at the Common Council meeting the following Thursday. The committee adjourned at 06:23.
