San Antonio council schedules Feb. 27 meeting after investigation into conduct complaint; no action taken in executive session

The San Antonio City Council met in a special session Feb. 23 to review the outcome of an investigation into a code-of-conduct complaint filed Nov. 9 and to consult privately with the city attorney, the mayor pro tem said.

“An investigation was conducted and is now complete,” the mayor pro tem said, announcing that the council would meet in executive session to learn the investigation’s outcome and any potential findings. The mayor pro tem identified Texas Government Code section 551.071 as the authority for the closed consultation with the city attorney.

After returning to open session at 12:21 p.m., the mayor pro tem said, “No official action was taken in executive session.” The mayor pro tem also said that, based on the meeting and the results of the investigation, the council may request consideration of a censure of Mayor Jones and that, if that occurs, a separate special meeting would be scheduled no sooner than Friday, Feb. 27, with the complaint posted alongside the agenda.

Addressing media attention about the council’s internal dynamics, the mayor pro tem said reporters asked whether Mayor Jones could lead without council support and added, “I'd like to clarify that this is not an issue of support.” The mayor pro tem emphasized the council’s duty “to maintain a work environment that is conducive to that business and to treat one another with respect,” and described censure as one remedy available when that standard is not met.

The clerk read the roll at the outset of the special session; the mayor pro tem confirmed a quorum before adjourning the meeting at 12:22 p.m. No formal votes or disciplinary actions were taken during the session. The council is expected to meet on Feb. 27 to deliberate and possibly act on whether to censure Mayor Jones.
