Board approves net-zero change order for Silvernail Road project after contaminated soil removal and drainage fixes

The Board of Public Works approved Change Order No.1 with Leland Contractors for work on the 25 Silvernail Road utility and street project after staff reported unexpected contaminated soil removal and added drainage improvements.

A city staff member said crews discovered contaminated soil that required excavation and landfill disposal; the staff member quantified the material as about 383.29 tons and estimated disposal costs of roughly $35,000. The staff member also said crews added 385 feet of underdrain to improve subgrade drainage (cost: $18,287.50) and installed additional storm sewer at the Silvernail Road and University Drive intersection to address poor drainage and wet soils.

Despite these additions, staff said the change order produces a net zero change because other items were reduced in quantity; staff reported a net reduction of $61,421 against original items, resulting in a net-zero change order overall. Board members asked whether the final construction cost would remain under the contract number (discussed as $2.09 million); staff said current tabulations indicate the work will remain under that contract amount.

Board members also asked about coordination with the DNR on wetland impacts. Staff said they coordinated permits and that the disturbance was minor and permitted given the wetland type and project geometry.

A motion to approve the change order was moved and seconded; the board approved the change order by voice vote.
