The City of Waukesha Board of Public Works voted to extend its biosolids-hauling contract with United Liquid Waste for an additional year at the same rates quoted in the 2023 procurement.
A city staff member told the board that United Liquid Waste was the low bidder in 2023 and that “all the rates were the same, at 27.5 per ton,” and recommended extending the contract at that rate. The staff member said the company has provided the service for many years, handles required reporting to the Wisconsin Department of Natural Resources (DNR), and coordinates directly with area farmers who accept biosolids for land application.
Board members asked whether other firms perform this work; staff said only two companies responded to the 2023 solicitation, and not many firms operate at the required scale to handle the city’s volumes. The staff member said scheduling depends on farmers’ field availability and weather conditions.
A board member moved to accept the extension; Joe Piper seconded. The board took a voice vote and approved the extension.
The vote completes the board’s formal action to keep the current contractor in place for another year; staff did not specify whether the administration will re-solicit the service at the end of the extension.
