Council OKs Central Square LRMS contract and Windborne oversight for CAD/RMS project

The Common Council unanimously approved two contracts on Nov. 18 to advance a major technology modernization for public safety: an amendment with Central Square Technologies to provide a law records management system (LRMS) and a project oversight contract with Windborne Consulting for the CAD/RMS implementation.
Staff and IT Board members said the city previously procured a Central Square computer‑aided dispatch system and subsequently chose Central Square for LRMS to improve integration across dispatch, police records, evidence systems and state reporting feeds (NIBRS/NIFRS). IT staff described the LRMS statement of work as defining configuration, interfaces with 20+ systems (evidence.com, body‑worn camera data, station alerting and state reporting), and responsibilities for both vendor and city during implementation.
An IT director said the project is a 14‑plus month effort to reach cutover; when the city “goes live” staff will migrate from the old system to the new LRMS/CAD environment. Discussion covered FOIA workload, report generation, and the use of a Centerline AI tool to assist report writing and integrate video and camera feeds.
Separately, Windborne Consulting — which supported vendor selection — will provide project management oversight. Council approved the oversight scope and contract unanimously.
Staff said the integrated approach should reduce implementation complexity and improve analytics and reporting capabilities for public‑safety operations.
