The Waukesha Common Council on Nov. 18 adopted a tentative four‑year collective bargaining agreement between the city and the Waukesha Professional Police Association covering 2025 through 2028.
City staff outlined the principal elements: a restructured salary schedule that introduces a new recruit rate and elongates step progressions for patrol officers, targeted splits and percentage increases on Jan. 1 and July 1 each year, and a $500 one‑time retention payment for officers employed as of Oct. 5, 2025 and still employed on Feb. 15, 2026. Staff also described changes to health insurance: union employees who choose an alternate city plan would pay the same premium share as non‑represented employees, and the city negotiated a 12% cap on premiums for a specific 2026 plan if employees complete a health‑risk assessment; otherwise the city would set the premium without the cap.
A staff presenter said the tentative agreement maintains internal comparability among the city's represented groups and aligns external compensation with market comparators. The presenter recommended adoption; the council moved, seconded and approved the agreement unanimously.
The contract will follow the implementation schedule presented in the staff memo and will be administered by human resources and the police department during the effective year periods.
