Caitlin Sheffield, the city’s chief planner, described the property’s context in the city’s 2040 comprehensive plan and said staff supports the zoning request. "Staff is supportive of the proposed zoning," Sheffield told the commission, adding that annexation and the MF‑36 designation will provide a buffer for the planned 380 Bypass and a transition between the bypass and existing single‑family neighborhoods.
Applicant counsel Bob Rotor and engineer Eric Jeske said an approved flood study and a traffic impact analysis accompany the proposal. Jeske described site utilities and access plans, saying the project would construct two southbound lanes along the property frontage, add turn deceleration lanes and upsize a water main to complete a loop.
Commissioners had technical questions about mapping and floodplain area, to which the applicant said the approved flood study and planned detention/wet pond address stormwater needs. With no public comment, Commissioner Lebo moved to close the public hearing and recommend approval; Commissioner Craig seconded. The commission’s 7–0 vote means the zoning and annexation will be considered by City Council at its March 17 meeting.
