Council passes consent agenda including multiple rezonings; public commenters raise concerns about alcohol outlets and floodplain risk

The San Antonio City Council approved the majority of its Feb. 19 consent agenda, including multiple rezonings and land‑use actions, while a short set of public commenters urged the council to scrutinize proposals for alcohol sales near schools and commercial uses in flood‑prone areas.

Mayor announced items 10, 11, 22 and 28 for individual consideration; the remaining items on the consent agenda were approved in a single vote. After the clerk read public signups, Marcus Nurndorm spoke in favor of a rezoning on the consent agenda and clarified that the referenced flood area would remain green space and a tree‑save area, not slated for development. Jack M. Finger used his three minutes to press several concerns in the consent package, urging councilmembers to reconsider proposed bars, a wine boutique and commercialization that he said encroached on floodplains.

Council members highlighted some consent items in support: one council member thanked applicants and Wild Farm for revitalizing property on East Sheryl (items 26 and 27); Councilwoman Castillo thanked applicants and noted commitments from developers to explore sound‑mitigation measures for item 16 and to work with the District 5 office.

The council then moved to approve the balance of the consent agenda (items 2, 3, 4, 6, 7, 9, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 24, 25, 26, 27). The mayor announced the motion carried. Several members of the public raised neighborhood concerns that council staff and applicants may need to address in follow‑up reviews.
