Council adopts mobile food truck licensing changes and adds environmental health/safety coordinator position

The Freeport City Council approved two policy items that will change local regulation and city staffing.
Director Heimerdinger presented a second reading of an ordinance amending chapters of the city code to clarify mobile food truck licensing rules and strengthen licensing provisions. "Staff recommends approving the amended chapter 873 food trucks," Heimerdinger said; the council voted 5–1 to adopt the ordinance.
Council also approved, on second reading, a personnel ordinance to add an environmental health safety and operations coordinator classification to the compensation and benefits chapter. Manager Boyer said the change restructures duties and adds responsibilities to an existing environmental safety compliance officer and that staff recommended moving forward. The measure passed 5–1.
Council discussion on both items was procedural and centered on clarification of language and staffing needs; no additional funding was required for the licensing ordinance, and staff said the classification change was part of an internal restructuring previously discussed. Both measures advance the city’s regulatory clarity and personnel structure and will return for any administrative implementation steps as needed.
