Glendora Unified says federal program review largely successful; four technical findings must be corrected

Superintendent DeGrazia and federal programs lead Sarah Najaro told the Glendora Unified School District Board on Oct. 14 that the district’s recent Federal Program Monitoring (FPM) review by the California Department of Education yielded largely positive results but left a small number of correctable findings.
Najaro said the district had not been reviewed for more than 20 years before this cycle and that the online review required assembling a large body of documentary evidence. "We had 177 pieces of evidence initially," she said, and after prereview exchanges with state reviewers, 141 items remained in the final review with 36 EL items noted in prereview. "It was grueling," Najaro said, and she thanked the district teams who compiled and submitted materials.
Why it matters: FPM reviews whether districts comply with federal program requirements (title I/compensatory education, EL/Title III, Title IV, expanded learning programs, CTE, and other areas). Findings can require corrective action and re‑submission and inform how federal funds are used and documented.
Najaro reported that, after prereview corrections and submissions, the district had no final findings in compensatory education (Title I), Title IV (SSAI), and Expanded Learning Opportunity Program (ELOP). The district did, however, receive four findings within CTE and related coding items that the presenter said the district could correct within the 60‑day remediation window; Najaro said those items included ledger coding adjustments and revisions to some course outlines and sequencing plans.
Najaro summarized the remaining items: • A ledger coding/goal‑code issue that the district said it has already corrected and will resubmit. • Two CTE items related to course outlines and course sequencing, for which Najaro said the district has submitted a multi‑year plan to resolve scheduling and rostering difficulties at the high school level. • A CTE stakeholder documentation item for which additional board‑level documentation and data were submitted for review.
Board members praised the thoroughness of the presentation and Najaro’s management of the process. Trustee comments focused on accountability and next steps to ensure the district’s corrective submissions satisfied state reviewers. Najaro said the district has until Nov. 25 to complete and resubmit required corrections.
The presentation also emphasized that some prereview feedback strengthened the district’s internal processes: Najaro described the back‑and‑forth with reviewers as a learning opportunity that improved documentation of parent engagement, school site council ballots and other compliance items.
What’s next: Najaro said staff will resubmit corrected items within the state’s 60‑day window and continue refining EL and CTE documentation to reduce risk at any future on‑site review. The board did not take a separate action on the presentation; it was received for information and follow up work continues.
