Parkland staff report near‑completion of strategic plan actions, cite capital project progress

City staff delivered a year‑end strategic planning update at the Nov. 19 City of Parkland commission meeting, reporting high completion rates for the commission’s action items and providing detailed updates on several capital projects.

Jackie Weymayer, senior director of strategy and intergovernmental affairs, said the quarter-four report and the strategic-plan dashboard on the city website reflect progress for fiscal year 2025 and noted that most multi‑year actions show marked advancement. "We got to a 99% progress," Weymayer said, referring to progress metrics for individual tasks.

Assistant City Manager Suwande Johnson reviewed capital-project milestones: the Mecca/Hillsborough roundabout center circle and lighting backbone are installed; the Loxahatchee Road roundabout and landscape design are nearing completion; ranches resurfacing and drainage culvert installations are underway; and Pine Tree Estates roadway work advanced after bringing the design in‑house. Johnson also described a successful de‑annexation coordinate with Coral Springs after the governor signed HB 4071 to transfer approximately 8.5 acres into the city's Village In The Park commercial site.

Christine Garcia, senior director of operational services and projects, highlighted parks activity: Family Fun Fest moved to the Equestrian Center in January 2025 and produced about 45% growth in attendance, Liberty Park restroom replacements completed in July 2025, Pine Trails Park Great Lawn reopened, Tamar Park replacements reached 90% design, and Wedge Preserve Park reached GMP in April 2025 with a June 2025 groundbreaking and ongoing construction.

Commissioners used the presentation to reiterate the importance of maintaining local revenue and home rule to support these capital investments. Mayor Rich Walker and several commissioners cautioned that state actions reducing local taxing authority could impede similar projects in the future.
