Parkland commission approves routine procurements and infrastructure agreements in unanimous votes

The City of Parkland commission unanimously approved a slate of routine procurement and infrastructure measures at its Nov. 19 meeting.
In a consent on the regular agenda, commissioners approved Resolution 2025-079 to piggyback a state contract for Microsoft 365 cloud service licensing. Scott Maroney, the city’s IT director, told the commission the three-year arrangement addresses cybersecurity standards and estimated the cost at $117,040 annually, $351,121 for three years, plus a 10% contingency ($35,112) for a total estimated amount of $386,233. "This is the cost of doing business," Maroney said, and staff recommended approval.
Commissioners also approved Resolution 2025-085 to purchase replacement fleet vehicles under the Florida Sheriffs Association cooperative purchasing contract (FSA25-VEL33) totaling $322,744 to Duval Ford for a mix of F-150s and Ford Mavericks consistent with the city's vehicle replacement plan. Christine Garcia, senior director of operational services and projects, said the purchases are forecasted as part of the city's programmed replacements.
For park infrastructure, the commission authorized up to $115,000 to Musco Sports Lighting LLC under Resolution 2025-089 to replace basketball-court lighting at Pine Trails Park. Commissioners asked staff to evaluate potential wiring provisions for future scoreboard expansion while replacing the light heads; Garcia said the current work mainly changes heads and does not require significant new electric runs.
Finally, the commission approved Resolution 2025-090, an interlocal agreement with the North Springs Improvement District to relocate a force main at Wedge Preserve Park. Garcia said the plan will move the main to the northern easement away from the community center footprint.
All four items were adopted by roll call with unanimous yes votes and no public comments recorded on those items. The measures were presented as part of the city's ongoing capital and operational cycles and were described by staff as budgeted or part of long‑term replacement plans.
