Clallam County approves $1 million Opportunity Fund loan for sewer-pipe replacement project

After a brief public hearing March 3, the Clallam County Board of Commissioners voted to authorize a $1,000,000 Opportunity Fund working-capital loan to public works for the Cloudland Bay sewer pipe-replacement project.
County staff explained the loan is intended as short-term working capital so Public Works can pay monthly contractor invoices while awaiting reimbursements from the Ecology grant. "This short term loan from the Opportunity Fund is working capital to pay those bills before we are reimbursed by that grant," a county staff member said during the hearing.
The board opened the hearing, solicited public testimony (two people had signed up), closed the hearing after no live testimony was offered, and then moved and seconded the resolution. Commissioners recorded the approval by voice vote.
The loan is structured to be repaid to the Opportunity Fund at project completion once grant reimbursements are received. The board did not record individual vote tallies on the record beyond the board's collective "aye."
