City Manager Emily Crawford told council the city's primary commitment in the agreement is to rebuild Griffith Road from Marathon Drive to East Stamford to support the new development. Crawford said the agreement contains no property‑tax or sales‑tax abatements; a few limited, performance‑based incentives tied to demolition and retail development were included. A resident at the meeting praised the potential North Side investment and said the retail anchor could spur growth in that area.
The council approved the agreement as presented. Staff said future tenant announcements and additional development terms would come later as leases and retail commitments firm up.
