Chair Dane led the session and urged the board to focus on initiatives that fall within its existing authority and to set measurable goals for outreach and grant promotion. "Everything that we do should have clearly defined what success means," Dane said, arguing that outreach efforts should include measurable targets such as numbers of organizations contacted or follow-up actions.
The board debated whether to set a minimum reserve in the bylaws. One member recalled the funds principal had been roughly $300,000 at its high point, and another estimated it was about $76,000 now; both speakers characterized these figures as approximate. Members noted that embedding a fixed minimum in the bylaws would require a formal amendment to change later, reducing flexibility.
The board also discussed the Clallam Bay Lighthouse as an example of a project constrained by outside actors. Dane said the county cannot accept ownership or proceed with funding until the U.S. Coast Guard transfers the property and completes required upgrades, limiting immediate action on the lighthouse.
Procedural business: a motion to approve the minutes of the Feb. 2 meeting was made and seconded and approved by voice vote; the transcript records ayes from members present. The board agreed the reserve-fund question warrants a dedicated discussion and asked staff to include the item on the next meeting agenda so that members and additional commissioners can participate.
Next steps include scheduling a follow-up discussion on reserves at the April meeting and coordinating with county staff on any procedural requirements for projects that would require county or court permission.
