Commission issues Negative-3 determination for STERIS parking lot work at 435 Whitney Street

The Conservation Commission voted March 9 to issue a Negative-3 Determination for a request of determination of applicability (RDA) for repaving and limited stormwater work at an existing commercial site occupied by STERIS at 435 Whitney Street.
Scott Morrison of BHB said the project consists of full-depth reclamation and overlay of the existing parking area, replacement of limited stormwater piping and rehabilitation of riprap aprons at two existing outlet locations. "The proposed project will be over the existing limit of work, so there's no increase in impervious," Morrison said.
Commission staff requested a preconstruction sediment-control inspection, naming of a responsible local contact for maintenance of the controls, silt socks in catch basins and a plan to keep Whitney Street clean during milling and paving operations. Morrison agreed to those conditions and the commission voted to issue a Negative Determination-3 — concluding that the described work is within the buffer zone but will not alter an area subject to jurisdiction and therefore does not require an NOI under the Wetlands Protection Act.
The commission noted the determination is conditioned on implementation of the sediment-control measures and regular street maintenance during construction.
