Consultants from Moffatt & Nichol presented the town’s annual beach-monitoring survey for Oct. 2024–June 2025 on Oct. 1 and described next steps in procurement for a multi-season advanced-fill beach-nourishment project.
Dr. Beth Chaddone, speaking for Moffatt & Nichol, summarized the monitoring results: "The take-home message from this table is that this was not that bad of a year," she said, reporting a net gain of nearly 70,000 cubic yards within the nourished oceanfront and about 263,000 cubic yards across the monitored oceanfront. The survey showed dune losses in reaches 3 North, 3 South and Reach 4 but accretion in other offshore elevations; consultants noted material had moved into nearshore bars and deeper elevations beyond the town’s monitored closure depth.
Staff outlined project scope and procurement milestones: the base bid is roughly 2.2 million cubic yards of sand with two additive alternates of 100,000 cubic yards each. The project was advertised on the town website and in DredgeWire, with bids due Nov. 13 (opening at 2 p.m.), a board workshop planned in December to review bids, and a possible intent-to-award in January with a notice-to-proceed in April. Construction is being bid for two seasons (summer 2026 and summer 2027) to provide flexibility.
Moffatt & Nichol noted the town remains above the master-plan nourishment triggers overall and retains design-level protection for a 25-year storm, but some transects were below volumetric triggers and others are approaching thresholds. Consultants and commissioners discussed possible numerical modeling to better understand longshore processes that may be moving sand offshore.
What happens next: the town will evaluate bids, plan a December workshop to review proposals and may award based on permit status and bid results. The Army Corps of Engineers permit was still pending at the time of the Oct. 1 meeting; staff said other permits (Park Service special use, water quality certification) had been received.
