Mr. Randolph described preliminary parameters: the proposal referenced a roughly 300‑acre Thomas White property with about a 100‑acre portion cited for development and a 20‑megawatt facility. He emphasized that the siting agreement is negotiated between applicant and the Board and that the conditional use permit and land‑use review have not yet been filed with the Department of Community Development.
On the process, Mr. Randolph said applicants must hold a public community meeting and notify property owners within a one‑mile radius before submitting the conditional use application. He cautioned many steps remain — interconnection, Dominion Energy purchase agreements and other requirements — and noted local acreage toward the county’s solar cap is roughly one‑third used so far.
The Board of Supervisors will hold the advertised public hearing on May 27; Mr. Randolph invited commissioners and the public to attend the community meeting and the Board hearing to review details once the applicant files formal land‑use documents.
