Round Rock council approves 5% refuse-rate increase; new residential base rises to $19.71 (effective Nov. 1)

City staff explained a contractor petition for a cost-based increase tied to the consumer price index and asked the council to authorize a 5% adjustment to refuse collection rates under the city's contract with Central Texas Refuse (Republic). Staff said the July CPI used for the petition was 6.2% but the contract caps annual increases at 5%, so the requested adjustment is 5% across residential, commercial and downtown district rate schedules.
Michael (solid-waste staff) presented the change, showing the current residential monthly base rate of $18.77 would move to $19.71; after adding the existing administrative fee ($3.10) and taxes staff displayed a representative monthly charge of $24.69. He told council the new rate structure would take effect for billing periods starting Nov. 1 and said the city would return for a second reading of the related code amendment ordinance.
Council voted to authorize the mayor to execute the contract amendment. Staff said the city also changed some program operations this year (piloting daily household hazardous-waste acceptance at the recycle center and shifting to one free bulk pickup per house annually), and that more than 2,500 homes used the bulk pickup pilot. Jennifer Trotman (solid waste manager) and David Butler (Republic representative) were noted as present in the audience.
Council approved the resolution and moved the ordinance to first reading; a second reading is required before the code change takes effect.
