Council approves engineering and construction contracts for downtown corridor, wastewater rehab and water tank work

The council authorized several infrastructure agreements: STV for NE Downtown Phase 2 preliminary design ($378,703.25); Royal Vista for Cycle 4 wastewater main rehabilitation (low bidder $1.6M); TanksCo Inc. to rehab Meadows elevated tank ($796,000); and a $137,000 Plummer supplemental for tertiary filter engineering at the regional plant.
City staff presented and the council approved a set of engineering and construction contracts intended to support downtown improvements and critical water and wastewater infrastructure.
Staff asked council to authorize a $378,703.25 preliminary design contract with STV for the Northeast Downtown Phase 2 project on Shepherd Street to add pedestrian facilities, road work and utility relocation in support of the planned Veterans Park. Leah Collier of STV was present in the audience.
On wastewater, staff said the city is located over the Edwards Aquifer and is required to inspect and maintain the collection system. The low bidder for the Cycle 4 Basins 1 and 2 wastewater main rehabilitation project was Royal Vista at $1,600,000; council approved that award.
Staff also recommended awarding TanksCo Inc. a $796,000 contract to rehabilitate the Meadows elevated storage tank (built 1984; previously rehabbed in 2005); staff said the rehabilitation will include sandblasting and repainting and will take about six to nine months. Staff noted they had spoken with neighboring houses and the school district about the project and that the City of Round Rock logo will be placed on the tank when finished.
Finally, staff requested a $137,000 supplemental engineering contract with Plummer for preliminary engineering of tertiary filters at the regional wastewater treatment plant to improve effluent quality before discharge to Brushy Creek; staff said the work should be completed by year-end.
Each contract was brought to the council as a separate resolution and the council voted to authorize the mayor to execute the agreements.
