La Verne authority extends Haven Management contracts for two mobile home parks through 2026

The La Verne Public Financing Authority on Dec. 15 authorized a one‑year extension of the existing management and asset services agreements with Haven Management Services for the La Verne Mobile Country Club and Valley Rancho mobile home parks, continuing the contracts through Dec. 31, 2026.
Staff said the current five‑year contracts expire Dec. 31, 2025 and recommended a 12‑month extension so the authority can complete bond maturity processes and related utility conversion and other projects before conducting a clean RFP. Staff and mobile‑home liaisons reviewed performance and reported continuity would benefit homeowners and bond administration.
“Extending it past the bond maturation will allow us to do a really clean RFP process,” staff said. Haven Management representatives said they support a 12‑month extension. Council/authority members said they have monitored operations and cited recent improvements under the manager.
The motion to authorize the executive director (city manager) to execute the extensions under current terms passed 5–0. Staff said they will prepare RFP documents to go out after the bond maturations and project completions to ensure competitive procurement when appropriate.
