The La Verne City Council voted Dec. 15 to authorize a temporary CalPERS retired‑annuitant appointment for Kathy Cordova to continue payroll specialist duties while the city recruits a permanent replacement.
Staff explained the payroll specialist position requires specialized knowledge of city payroll systems and reporting responsibilities to CalPERS, the IRS and the state controller. “Miss Cordova is uniquely qualified to continue performing these critical duties while recruitment is underway,” staff said, citing her nearly 20 years of service to the city and familiarity with collective bargaining and regulatory reporting.
The agenda report, agreement and resolution were sent to CalPERS for review; staff said CalPERS confirmed the city’s template resolution conforms with the rules. The appointment will reflect the standard hourly rate for the position; staff indicated the arrangement is cost‑neutral to the finance department’s budget.
Council approved the resolution 5–0. Staff said active recruitment will continue and, if timing allows, the retiree may help train the incoming permanent hire so the city has continuity for year‑end and other critical payroll processing.
