Glendora board approves layoffs, changes meeting time and sets contractor prequalification for GHS pool

At its Feb. 24 meeting the Glendora Unified School District board approved multiple administrative resolutions affecting personnel, governance and procurement.
Layoffs and budget context: Chief administrator Dr. Osborne told trustees the district faces an approximately $3.8 million structural deficit and presented two related layoff resolutions. Resolution 24-25-10 reduces the adult transition (adult education/transition) program from three classrooms to two due to lower projected enrollment, which Dr. Osborne said will result in layoffs of the least-senior mild-moderate instructional assistants districtwide while transferring other staff by seniority where possible. He said the decision followed meetings with impacted employees and consultation with the local union. "Layoff decisions are extremely difficult for any organization," Dr. Osborne said.
A second resolution (24-25-11) addresses the Tiny Tartans preschool at Williams Education Center: because of state-mandated student-staff ratios and deficit spending in that toddler classroom, the district moved to reduce one toddler classroom; the resolution affects two lead toddler teachers and four assistant toddler teachers.
Bylaw revision: Trustees also considered and then waived a second reading to adopt a revision to board bylaw BB 9320 changing regular meeting start times from 7 p.m. to 6 p.m. Trustees discussed flexibility for closed sessions and schedule adjustments for longer closed sessions.
Facilities procurement: The board approved Resolution 24-25-12 establishing a mandatory prequalification procedure for contractors bidding on the Glendora High School pool renovation and delegated authority to the superintendent to implement the process. CFO Walczak cited Public Contract Code sections 20111.5 and 20111.6 and said prequalification is required for projects involving $1,000,000 or more when certain state funds are used. The resolution requires bidders to submit standardized questionnaires and financial information and sets a prequalification deadline at least five days before bid submission.
Votes and next steps: Each motion carried when trustees were polled; staff said they will work with CSEA and affected employees to manage layoffs, and procurement will proceed under the adopted prequalification procedure. Trustees also approved the consent calendar and requested staff present a facilities/field safety report at an upcoming meeting.
