Planning board approves three site-plan amendments: church parking, TW's storage, and sports-club expansion

At its Oct. 21 meeting the Nags Head Planning Board approved three complete major site-plan amendments after staff review and public discussion. Staff recommended approval in each case, citing compliance with zoning, lot-coverage, parking, stormwater and fire-safety requirements.
Nags Head Church (105 W. Soundside Road): Staff reported the request is a vested-right site-plan amendment to expand parking and relocate a storage shed. The plan meets the R-2 zoning standards in staff analysis, provides the required interior landscaping and buffers, and meets parking calculations; the applicant said the expansion would address service-overlap congestion. The board moved, seconded and approved the item by voice vote.
TW's Outdoor Outfitters (2230 S. Croatan Highway): Albemarle & Associates sought a 4,774 sq ft accessory storage addition between the retail structure and existing storage building. Staff noted accessory-area sizing is tight but consistent with the accessory-use definition, and that proposed improvements would slightly exceed the C-2 lot-coverage limit unless the applicant recombines an adjacent vacant lot prior to any building permit. Staff recommended approval contingent on that recombination and on providing an elevation certificate during construction; the board approved the amendment as presented.
Outer Banks Sports Club (2423 S. Croatan Highway): The club's proposal included a 4,538 sq ft two-story addition, indoor expansion, an outdoor fitness area and four pickleball courts. Staff found the project reduced lot coverage to 53.8% (under the 55% maximum), met architectural and height standards under the division-2 compliance path, and showed adequate parking (81 spaces) and stormwater management; fire review flagged the likely need for a new hydrant and a sprinkler system as part of construction. The applicant described hours and a kids' gym (target ages 5—). The board moved, seconded and approved the amendment by voice vote.
For each approval staff noted follow-up permit steps (elevation certificates, erosion-control measures, building-permit conditions, fire-safety items and, where applicable, lot recombination) before final inspections or occupancy.
