Auditors give Nags Head a clean, unmodified opinion for FY 2025

DMJPS partner Emily Mills presented the Town of Nags Head’s annual comprehensive financial report for the fiscal year that ended June 30, 2025, and said auditors issued an unmodified opinion. "An unmodified report is the highest level of assurance ... commonly referred to as a clean opinion," Mills said.
Mills also said the firm issued compliance reports covering government auditing standards and federal/state programs, and that there were no findings considered to be significant deficiencies or material weaknesses. The town submitted the financial statements to the Local Government Commission on Jan. 29, 2026; Mills said the LGC will notify the town when the review is complete and that no response was required for the FY2025 benchmarks.
Amy Miller (deputy town manager), who led the finance team, highlighted the town’s work to modernize financial systems, expand customer services, and a grant strategy she said had secured more than $15,000,000 in recent years (a conservative estimate). Town Manager Andy Gordon credited Miller with helping the town achieve a Moody’s AA1 bond rating and described substantial taxpayer savings from favorable financing on recent projects.
Board members had no questions for the auditors during the presentation and thanked the finance team for a clean audit.
