Planning commission votes to retype Sept. 11 minutes and defer certification to December

The Southampton County Planning Commission on Nov. 30 voted to have staff retype and reprint the Sept. 11 draft minutes with two specified statements restored, and to defer final certification until the commission’s Dec. 11 meeting. The chair called for a hand vote after extended discussion and announced the motion passed unanimously.
The motion instructed staff to insert statements attributed in earlier discussion to Mr. Mann and Mr. Ehrkott into the Sept. 11 draft and to include a website disclaimer telling readers where to find the livestream and verbatim transcript. The motion was put on the floor by a commissioner and seconded; the chair then took the vote.
The decision came after several commissioners challenged the commission’s recent use of condensed “summary” minutes rather than verbatim minutes in the official record. One commissioner said the summaries omit important context, including brief remarks explaining why an individual voted a particular way, and urged that at least the two disputed lines be restored. The recording secretary, Tina Bradshaw, explained that the county archives livestream video and an automated transcript online and that the summary minutes are prepared to comply with state codes while pointing readers to the full record.
Bradshaw told the commission: “When anyone goes to the county website, southamptoncounty.ord, Southampton spelled with 1 H… you will see on the home screen the big beautiful courthouse. And right below that are topic boxes for easier access.” She also said she prepares the draft minutes and will include the required FOIA information, signature lines and the boilerplate linking to the archived livestream and transcript.
The chair summarized the outcome: staff will retype the Sept. 11 minutes with the requested insertions, add the online-access boilerplate, and bring the amended printed set to the December meeting for certification. The chair asked staff to ensure the reprinted minutes match the online verbatim record where required.
The transcript and the livestream remain the source for full verbatim text; the commission’s action corrects the condensed minutes in the official record and postpones formal certification until commissioners can compare the amended draft with the archived verbatim material.
