City engineering staff described a $156,000 contract with HDR Engineering to produce design plans for a traffic signal at the Kinney Fort Boulevard and Chandler Creek Boulevard location, citing prior interim treatments, continuing accidents and sight-distance concerns.
Michael, the city engineer, said earlier temporary measures (yield signs, then a stop sign and warning signs) did not eliminate collisions and that additional study and a signal warrant the design work. "So all indications from our engineering staff, the police report, and what we're seeing there, we're gonna recommend doing a traffic signal, because we think it's the best thing for this location," he said.
Council members asked whether lowering the speed limit or other treatments were considered; Michael said the 50 mph speed limit reflects the engineering study (85th-percentile approach) but staff will continue monitoring speeds and could revisit limits. He also confirmed a signal would allow a signalized pedestrian crossing to improve access to a nearby park.
The council moved and approved the resolution to authorize HDR's design contract; staff said design plans are expected by September and a construction contract will return to council if needed.
