At its evening meeting the DeSoto Planning and Zoning Commission voted unanimously to recommend that the City Council approve an amendment to Planned Development (PD) 129 to allow a pylon sign for the Harbor Freight property at 633 North Interstate 35 E and to restate the PD to include the submitted site plan.
City planner Miss Jordan told commissioners the request — submitted by property owner Rick Steele of HFT Development LLC — would permit a pylon sign in place of the monument sign typically required by the PD and would incorporate the existing site plan for the 2.143‑acre parcel. Jordan said staff published legal notice in the Daily Commercial Record on Jan. 9, 2026, mailed notice to seven property owners (three within 200 feet; the remainder within 400 feet) and had received no letters of support or opposition.
“Staff recommends that the Planning and Zoning Commission forward a recommendation of approval to the DeSoto City Council for the case as presented,” Miss Jordan said. Commissioners asked staff to clarify map symbology and the extent of PD‑129 — staff said the black star on the future land‑use map is larger than the subject site and that PD‑129 covers roughly 60 acres overall. The applicant was not in attendance for the hearing and no members of the public signed up to speak.
Vice Chair Graham moved to approve the zoning case as presented; Commissioner Mark Jones seconded the motion. The commission voted to forward a favorable recommendation to City Council with no commissioners opposed.
The commission’s action is a recommendation only; the City Council will consider the ordinance to amend and restate PD‑129 at a subsequent meeting. The planning staff record for this item lists the applicant and owner as Rick Steele, HFT Development LLC, and the staff report cites the proposed change as compatible with the city’s comprehensive plan, which designates the site as destination mixed‑use.
