During the citizen appearance portion of the March 3 meeting, Hope Stevens and Gary Rabinell used their allotted public-comment time to press the council for greater transparency and accountability.
Hope Stevens said she had emailed the council and came to ask for details about the dismissal of a long‑tenured employee identified in public comment as Chris Glover, who she said had worked 26 years and brought in significant program funding. Stevens said she understood the city could not release specific human-resources details but requested a public explanation of the separation process, said she would file open-records requests, and described the removal as ‘‘not respectful’’ given the employee’s tenure.
Gary Rabinell addressed the council after Stevens and urged the council to increase oversight of direct reports, citing high turnover, low morale and a lack of transparency. Rabinell said improvements require clearer communication "with clarity, candor and humanity" and stronger accountability in order to restore citizen trust.
Council members did not extend follow-up remarks or provide additional personnel details during the meeting. City practice and state law limit what officials can disclose about personnel actions in open session; Stevens said she will pursue open-records requests and the speakers urged the council to communicate more fully with residents about leadership decisions.
