Village board postpones Main Street PDO-2 code changes so CDA director can participate

The Village Board postponed consideration of proposed amendments to Section 122-831 (administration of Plan Development Overlay District No. 2) at its Dec. 1 meeting after staff recommended tabling the item and the board agreed the Community Development Authority director should be present for discussion.
Planner Amy Bennett summarized the changes as largely technical updates and an adjustment to the exception process that would include the village board in the approval workflow and replace references to a non-existent Community Development department. She said the planning commission recommended that the plan commission — not the Community Development Authority — be involved in those reviews.
“Staff is recommending tabling this item this evening,” Amy Bennett said. Trustee Matt Hayes then moved to postpone the item until the next Village Board meeting; the motion was seconded and carried by voice vote.
Trustees who spoke said the issue stemmed from a change in the exception process and the planning commission’s concern that the CDA appeared to have a special carve-out. Board members supported postponement so the CDA director (Mark, surname not specified) could participate in the discussion.
No members of the public spoke during the public hearing on this item, and the board closed the hearing before voting to postpone. The item will return to a future board agenda for further consideration with CDA participation.
