Round Rock council approves routine contracts, election agreement and quarterly financial report

Before the PUD hearing, the City Council considered and approved a package of routine resolutions and reports. Council authorized a supplemental engineering contract with American StructurePoint Inc. for the Sam Bass/Harryman intersection (about $198,000 supplemental), approved a $102,000 supplemental contract with Rodriguez Transportation Group for Gattisco Road Segment 2, and adopted interlocal election agreements with Travis County to conduct the May 2, 2026 elections and to share election costs with other entities.

Finance staff presented the quarterly financial and investment report through 12/31/2025, noting local sales tax collections are 7.9% above prior-year actuals, a quarter-ending portfolio balance of about $514.5 million and a quarter yield of 4.08%. Staff said some early-year timing issues had affected first-quarter property-tax receipts but that overall revenue tracking remains on target. Council voted to accept the report.

Council also approved a resolution authorizing publication of the city’s notice of intent to issue combination tax and limited revenue certificates of obligation (Series 2026) to fund capital projects in the adopted five-year plan, including elements of voter-approved 2023 GO-bond projects; staff said this publication is a timing step to meet state notice requirements.
