Board members sought clarification and were told the action does not itself change pay. The district said the step aligns treatment of unrepresented employees with represented groups that typically receive retroactive adjustments once contracts are settled. The motion to approve item 5.1 passed 4-0.
The declaration was described as a legal and procedural safeguard rather than a commitment to any specific raise; district staff said there is no immediate financial impact from taking the step.
