The Abilene City Council granted a conditional-use permit (CUP 2025-16) to allow a tattoo parlor at 202 Pine Street, approving the request with an amendment to the plan of operations to remove specified days of operation.
Tim Littlejohn, director of planning and development services, presented the application for Modus Investments with applicant Bailey Hyde, noting notifications were sent and the Planning and Zoning Commission recommended approval with a plan of operation. Littlejohn said the case met the criteria in the land development code and that the commission recommended approval subject to the plan.
Councilman Price expressed concern that listing specific days of operation (Tuesday through Saturday) could force the business back through a conditional-use process if the owner later wanted to add Monday hours. Price moved to approve the CUP with an amendment to remove days-of-operation from the plan so the business could make normal business decisions without repeating the CUP process; the council seconded the motion and voted to approve with that amendment.
The council recorded the vote as "all yeses." The applicant will proceed with permits consistent with the CUP and the amended plan of operation; additional operational permits and inspections will follow standard procedures.
