The Idaho Falls City Council voted on Feb. 12 to declare city-owned property at 610 North Water Avenue surplus, set a declaration-of-value minimum at $53,500 and authorize staff to proceed with the public-notice and auction process.
Municipal services staff told council the parcel was purchased by the city in 1974, has historically been used for parking and currently lacks on-lot sewer service, which reduces its appraised value. "Staff recommendation was actually at the lower end of the range at $53,500," the presenting staff said, explaining the appraisal comparables and proximity of sewer about 70 feet from the lot.
Council discussion raised timing and parking concerns related to a nearby roundabout project and whether the city should retain the parcel for public parking. One councilmember recommended the $53,500 declaration and a motion to authorize a public hearing; the motion passed with recorded ayes and one recorded no vote.
Next steps: staff will publish a 14-day public notice, hold a public hearing in March and, if approved after hearing, schedule a public auction for the property. Council noted that retaining the property would require investment to bring it up to parking standards if the city chose not to sell.
