The Idaho Falls City Council on Feb. 12 approved annexation of roughly 127.6 acres northeast of the municipal runway and placed the property under initial LM (light manufacturing) zoning with limited-development airport overlays that will significantly restrict allowable activity.
Community Development Director (presenting) told the council the acreage sits just across the Snake River near 33rd North and is largely agricultural; the overlays and an earlier eminent-domain acquisition were cited as reasons the property is likely to remain limited in use. "This property was, yeah, it's owned by the city," the director said, describing the location and noting the limited uses allowed by the airport overlays.
Why it matters: although the LM zoning permits manufacturing, staff and council emphasized that the airport's limited-development and approach-surface overlays — and the conditions tied to the eminent-domain acquisition — will sharply limit development to mostly agricultural or airport-related uses (for example, antennas or aviation support). Planning Commission voted unanimously to recommend annexation.
Public testimony: one adjacent resident, Leora Johnson, said she owns access to Lucille Lane and asked how the annexation would affect access and her daily life. "I literally look out my dining room window to the 127 acres," Johnson said; city staff agreed to follow up with her after the meeting.
Council action: after closing the legislative hearing, the council approved the ordinance for annexation, adopted the reason statement and approved initial zoning under a suspension of rules; votes were recorded in favor by the attending council members.
Next steps: staff will prepare required mapping and documentation and implement the zoning map amendments. The overlays require further review when property-specific proposals arrive, and staff said FAA and legal constraints will guide any future development.
