The claim is listed as Exhibit 1 in the closed-session agenda materials, the attorney said.
During roll call the clerk read Council member Shen, Council member Burkholder and Council member Acosta; Mayor Blackburn was recorded present and the presiding speaker indicated all five council members were in attendance. After confirming there were no public speakers, the mayor asked the city attorney to take the council into closed session.
The city attorney summarized the legal basis and the subject of the closed session and concluded, "With that, the council will now adjourn to closed session." The council left the public meeting; the attorney said the council would reconvene in open session after the closed session and report any actions taken as required by law.
