Round Rock council approves meet-and-confer agreement with firefighters through Sept. 30, 2028

The City Council on Sept. 11 voted to authorize the mayor to execute a meet-and-confer agreement with the Round Rock Firefighters Association that staff said would remain in effect through Sept. 30, 2028.
Staff summarized highlights of the agreement including ratification of a 48.96 schedule, annual pay increases across ranks and steps, a reduction in step progression from 14 to 13 in fiscal year 2028, changes treating certain vacation and holiday time as productive time to aid leave planning, and an incentive for radio programming. Staff recognized the collaboration between the city negotiating team and the association's executive board.
Joe Johnson, representing the Round Rock Firefighters Association executive board, thanked city management and department leadership and said the association's internal vote to ratify the agreement was unanimous.
Councilmember Fleming moved to adopt the resolution; the motion was seconded and the council polled in favor, with all members recorded as voting yes.
No amendments were offered on the council floor during the recorded discussion; staff and association representatives framed the outcome as a negotiated compromise to balance firefighter needs and the city's responsibilities.
