Round Rock council adopts 2024 building and fire codes; routine consent items approved

Round Rock's City Council voted unanimously Dec. 4, 2025, to adopt the 2024 editions of several International Code Council model codes and the 2024 International Fire Code with local amendments.

Staff explained the city currently operated under the 2015 codes and that adopting the 2024 editions would bring Round Rock in line with updated standards for new building materials and technologies such as battery storage and electric-vehicle readiness. The building-code presenter told council that cities may adopt the published codes as written or make local amendments; Round Rock is proposing a set of local changes tailored to the community. The council moved to adopt the ordinance and later voted to dispense with a second reading.

Separately, the fire code presenter (identified in the meeting by the mayor as Dinesh) introduced the proposed 2024 International Fire Code with 53 amendments. Staff said they were available to answer technical questions; council approved the ordinance and also dispensed with a second reading.

Council also approved the consent agenda, which included minutes from the Dec. 4 meeting and several vendor contracts: agreements to purchase generator maintenance and repair services (Clifford Power Systems and American Generator Services), overhead-door maintenance services (R and S Overhead Doors of Texas Inc.), and water/wastewater pumps and motors (Zone Industries LLC). The presenter confirmed these items are routine procurement actions and were approved in one motion.

All votes on the ordinances and consent items recorded in the meeting transcript were affirmative with no recorded opposition. The adoptions take immediate procedural effect consistent with the council's action; staff noted some code adoptions will be coordinated with planning and fire-code timelines and may require follow-up administrative steps.
