The Idaho Falls City Council approved a development agreement on Jan. 22 for property at 5742 South 5th West to allow development of a Christ Community Church project.
Public Works staff explained the developer must extend water and sewer lines about 1,575 feet to the south to reach service and that the city asked the mains be oversized to serve future development; the agreement provides that the city will reimburse the developer for the oversizing cost through connection fees collected from later connections. Staff also said the developer is required to construct left‑turn bays on approaches into the site to improve traffic operations and to seal coat pavement disturbed by utility work.
A council member moved approval, the motion was seconded, and the council voted to authorize the mayor and city clerk to sign the development agreement.
The approval includes the listed eight special conditions in the agreement that address utilities, roadway improvements and construction standards; staff said the agreement follows normal planning, engineering and public works review.
